Its an old penny, I'm not sure whats going on with his head, but what I do know is that only 24.3 were minted in San Francisco.
Was the die rotated. Thanks in advance Coin Community.

Looks like damage. Probably a coin wrapper through the years damaged it?

Well, while it was done with a machine, it is not. As it didn't happen during the strike or exiting the chamber of the die. Machine Doubling is caused the press or on exiting the machine. Not after it leaves the mint. Then it is Post Strike damage.

With his head, that "slice" into it just moved some metal up above the actual design.
