This is actually neither, but rather split plating doubling. Proof coins are struck twice (maybe it's more complicated than that; correct me if I'm wrong) and under higher pressure, which can cause the plating on zinc cents to split around the devices where the surface has to flow across a large surface area. You'll also see it on errors like broadstrikes and some normal, well-struck cents. I believe proof cents have a thicker plating to avoid this problem, but it still happens.

Beside the split plating it looks like some of the letters in LIBERTY are starting to develop zinc corrosion problems. Hopefully it won't progress any further.

If it was mine, I'd use it at one of the self-check out stations and Target or Walmart, let them bag it and have Brinks/Garda drive it away to be rolled and put into circulation...Let somebody get excited about an impared proof finding...(that's what I do with split plated proof cents)
