I'm currently looking at a 1983 Kennedy half dollar that has an odd finish. Depending on the various light angles, there are distinctive different surfaces with straight lines. The pictures don't do justice. Any explanation?

Looks like some sort of corrosion. Hard to say when you only show one side
of the coin. It didn't look like that when it was struck so it is some sort of PMD.

Pictures of the entire coin (both sides) would better help to see what's going on
