How about this. Extra metal is under the devices. Sorry, I had to chop the close up in half to get it to fit.

@scuba, I wonder if the metal is from this coin being in a fire. On clad coins, it can cause bubbling and similar staining. Not sure though--I'm interested to hear others' thoughts.

Looks to me like damage from a coin rolling machine.

I'm thinking more of something that has spilled on it and dried. If so it will come off with soap and water, Make sure they are totally dry. Then they can be spent again, so spend them as they are. Just face value coins.

Thanks Coop, really thought I had something nice. lol Here's a pic of it cleaned up - wiped out all what I thought were die breaks of planchet damage.

Sometimes, even clear grease can get on that area and alter the look of the rims:
