Could this coin be a 1946S-1DO-001 extra eye lid penny? Yes it is an UGLY looking penny .

What was I looking for that you were missing? Location of the mintmark. I have envelopes on my disk to check locations of mintmarks. I place them on the bottoms of digits and see if they are close or far away from the mintmark locations. Testing this on the match was close. So the reason for my suggestion. This method doesn't always work as the location differences could be wider/lower and they may match up, so it is not exact, but close enough to see which ones to try to match the markers with. Locations of the mintmarks are useful on the pre 1990 coins. (After 1990, they mintmark and location are all the same transferred down from the master hub and one down the line. So after 1990 all the mintmark locations will be the same for all coins that year/mint.
