Looks like what we call a parking lot coin. A coin that has spent some time on a hard, abrasive surface getting scraped around by being stepped on or driven over.

Lines are raised? Might be glue drizzles. Try soaking in acetone.

Yes the lines are raised. I will get the acetone out to see if it changes.

I already hit with soap and water then alcohol without change.

Are you sure the lines are raised? It looks to me like incuse scrape marks that have displaced metal on the sides causing those areas to be raised. I would be very surprised if the entire mark is raised.

Please. Never clean your coins. Never. It can greatly reduce any numismatic value your coin may have had. Best habit you can have is to never clean your coins. Never.
