It would be coin scratch, not a die scratch. If it were a die scratch, it would be raised, and would flow behind the device. As it is, it flows over the top of the device and is incuse leaving a incuse mark on the coin with a metal movement on each side of the trench. Just coin damage. Not a mint error as John1 mentioned.
