It has likely spent some time outside, on or in the ground, before being returned to circulation. It's PMD, not a mint-related error. Still worth 10 cents, though!

Yes doesn't looking like a missing clad error but rather environmental toning. You could also confirm for yourself by weighing this and comparing to the mint specs. If it is within or near to being right, then it is not missing a clad layer.
