Let's try this again, we think this is class 4 offset hub doubling? Any suggestions would be helpful.

Well it can't be a class 4 as these are single squeeze dies and the doubled dies on these are on the central areas. But kudos for looking in the right areas of the devices. But it is still Machine Doubling or coin contact on those areas.

So your telling me that Machine Doubling caused the thickening of the devices rather than taking from them and making a stepped appearance? Please explain how MD could thicken the devices like in these photos. Thanks so much!

Contact marks splash the metal leaving waves. But the flattening, push of devices with other coins will bump the devices and alter the coin. The locations mention are on the cross bar areas. Obverse: Ears and on the side of the motto:

Note the raised areas on the fields or devices? That is hub doubling on the single squeeze dies.

Side by side of Machine Doubling reducing the size of the devices. On a doubled die they are enlarged and show normal device distortion.
Reverses. Where the crossbars meet is the target areas to look to find the DDRs. The post 1999 (some earlier) coins with the single squeeze process are all located in the total opposite area. Most people don't know where to look and I'm trying to point out the areas where they could be hub doubled. When in doubt, Check the Wexler files for the locations listed. Always better to know what to look for rather than guess. You will save time know where to look.
As you mentioned lump, I feel you are talking about die chips. They are not part of hub doubling.

Are you sure they're only using single squeeze method for the dies at Westpoint? If it's impossible to have DD with the single squeeze method, then why are there examples after 97/2009? Just curious. Either way it is a Westpoint coin it's worth something.

They are doubled dies. The locations for these are different than the previous multi-hub dies. The DDR's are in the central areas of the design. Same for Nickels and dimes. They are in the same central areas.

Those were the cent DDR's back then. (Ended in 2008 for the Memorial cents)
