Appears to be die fatigue, common occurrence with cents, what else are you seeing?

Also, please post full pictures in question along with your questions.

Grease effects on the first coin, second may have a touch. Very common.

Keep in mind that this area on the reverse of the Lincoln Memorial cent is opposite the deepest area on the obverse which is Lincoln's shoulder. This area on the reverse is often found to be weak because the metal flows into the deep obverse. It could also be caused by the reasons above, but I feel it's mostly caused by poor metal flow into this area.

Also, at times there is 'insufficient' metal to fill all coin details/relief when the coin is struck. Where the reverse shows shallow detail, the obverse immediately underneath is where Lincoln's shoulder/bust is--lots of space to fill with only a fixed amount of metal. Not that uncommon with memorial cents.

Both are the same issue. Check the weight of the planchet. It might be slightly less than normal. But this is common to see that issue. Note the tops of the devices are normal sized? When there is not enough planchet material, then area will not have enough metal to fill out the full devices. When the tops of the devices are missing, there is a Grease Filled Die issue. But either way this happens sometimes a lot.
