Hi I'm looking closely at the surface of this shilling and wonder if the surface issues is standard wear or something else such as previous cleaning. What impact do you think this has on the grade?

The grade is nice enough, Good Very Fine, and I particularly like the obverse. Your photos do though suggest it may have been aggressively polished or over-dipped in the past (it's difficult to determine which from the photos). Either of these factors are irrelevant to how much circulation a coin has seen and therefore the grade assigned. What they do impact on is eye appeal, desirability and, consequently, value. Of course it could be the coin is simply unevenly toned, again something hard to determine here, in which case value wouldn't be affected very much at all. Good coin.

I'll say high VF details (portrait side appears polished).  to the CCF!

Like others mentioned, a grade is a technical evaluation of the level of detail remaining. I'd agree in saying probably a VF but it will most certainly get a details grade for cleaning.
The obverse appears polished in the photos, and the reverse looks to have hairlines in the fields which would mean harsh cleaning.

Possibly light polishing or cleaning, despite that - this coin is beautiful and full of eye appeal. It is a nice coin and I really think it is pushing EF here, rather than VF I would say this is aEF or nEF. Has some lustre and despite the cleaning/polishing - unavoidable on many coins of this era (After all its had 200 years of love and care!). Finally  You are in the right place for us lovers of British masterpieces in silver!

Agreed P, polished or not, it is an attractive coin but there's far too much detail lacking, particularly in the reverse cartouche and crown, for a grade of NEF.

The blotchiness of the toning suggests to me that this coin may have spent quite some time in a wet environment. I agree that it also may have suffered a very novice attempt at cleaning. Poorer eye appeal results in a lower value, relative to an equivalent straight grade. How much lower is dependent on what an intending buyer is prepared to pay.
