It looks like possibly a slight grease strike-through or a die polishing issue; it's hard to tell. Can you post straight on pics of both sides?

The reverse of the coin is normal. Just on the front.

Posting pictures of both sides of the coin helps us help you. There might be information on the reverse that you aren't catching.

IMHO - Reminds me of Ghosting (i.e. Progressive Indirect Design Transfer) a form of extreme Die Deterioration like what I have on the Kennedy halves.

I'd like to request pictures of both sides and edge, but I'm seeing a partial collar strike at the moment from this one picture
could be post mint damage also, people do strange things to coins.

Would need a view of the other side of the coin, and what the edge is doing around the coin to be more conclusive.

Possibly the anvil die stuck in the up or "eject" position so this coin only got half a reeded edge and a messed up strike? Maybe it unjammed during the strike?

Those are called halos. It is from over polishing the fields. We most often see it on the JFK halves.:
