This is something that happened after the minting process, aka post mint damage.

Looks like some gunk or adhesive that got on the coin and discolored over time. The fuzzy looking dark stuff around Lincoln's brow looks to be environmental damage, verdigris perhaps.

All in all, seems this Lincoln had a tough life with poor storage and was exposed to a spill

Yes, post strike damage. In this case, staining/discoloration caused by exposure to one or more environmental agents. Possibly caused by an adhesive, or a small pool of root beer which evaporated over time as the coin languished under a cup.

What a shame. Pretty decent condition for how old it is.

Yep, definitely PMD. I do not know what could get rid of that. I've heard of acetone but I dunno if it works with copper pennies.

Somew sort of stain. Guessing it's not worth the effort to attempt restoration.

Whatever substance was on the surface likely etched into the copper and caused the corrosion along the head. That's not going to be reversible.

Probably would be considered "cleaned" by the looks of it...someone probably spilled acetone or other agent on a table and it just reached up to the dark brown where it is its normal color...reverse completely "cleaned" and the obverse, partial
