I think we are going to need clear close ups and maybe weight? Maybe carefully placed acid? I am not seeing this as an error...yet.

It looks like a Grease Filled Die strike. Do you happen to know the weight of the coin?

I think you can see where the acid (14K test?) surged; a bit of vaseline on the MM would make it invulerable to the application. Possibly a corner of a paper towel was used to soak up the acid, and was wiped in a straight movement across the coin. Since the MM is right under the Date, it would be far-fetched to account the damage to an obstructed strike.
