I'm not seeing signs of cleaning, but another pic with a tilt of different light might help? Right field on the obverse looks really nice. Not seeing any major hits or nicks. Good neckline, breast definition and hand.
Typical smooth leg (high point) with good gown lines. Nice eagle details with some wear on it's high points.
Even though you didn't ask for it...I'll say EF45

Another nice original WLH , not cleaned . EF-45 sounds good to me, maybe add a + .

From the obverse photo, the luster on the fields looks like a cartwheel effect. Does it show cartwheel when you move it under a light? Cleaning takes that away.
