1964 D Lincoln Memorial Penny Lamination Peel Or PMD

Hi There,

I have this coin in question, it looks like PMD because there is damage all over the coin.

However, what got my attention was the retained peel on the collar of Lincoln.

It is possible someone might have been striking the coin from North to South.

However, I believe the cheek and shoulder is the highest point of the penny. So unlikely it was dragged.

So I was curious, about an expert opinion, as to why there would be retained peel as such.

Any ideas ?
