Can't tell for certain given the relatively small size of the photos posted, but the reverse seems to shows evidence of die deterioration--which can lead to doubling, known as DDD.

The weak lettering in 'TES of' is due to 'not enough' metal to support the features struck on the coin in this area--flip the coin over and you will see Abe's shoulder/bust immediately opposite. The strike fills the bust but leaves reverse lettering weak.

At the top of the letters United States there seems to be DD on the Letters on the top of them.

Not a DD, that is caused by Die Deterioration Doubling ( DDD).
A fancy name for a worn out Die.
