Is it possible that this is glue on the surface of the reverse?

It might be some epoxy glue. There are some areas near 'Am' on America that might peel of as it is thinner there. But it does appear on the surface of the coin.

Whatever it is, it is definitely not glue. Looking through the microscope it's engraved in the coin.

Whatever it is , it's PMD as that certainly didn't happen during the striking of the coin.

Do you have any acetone? You could soak the coin to see if it is glue or not. Just make sure to follow the directions on the package. Acetone is flammable and can cause an explosion if handled incorrectly.
