Has anyone seen one of these before that looked like this. I can manage to see that the date is 1929. I'm hoping it is an error rather then wear.

Some of it, including on the FIVE and UNITED, is definitely damage. The central feature almost looks like a lamination or something like that, but I suspect it's damage too.
Our experts should be able to confirm or deny.

That is not an error, it is damage.
There is no way that could happen during the striking of the coin.
It looks like it has been gouged. You can see the displaced metal.

What about it, exactly, makes you think it's a minting error? There's damage and wear all over this thing.
