But from what I see is a well worn Washington quarter. The only thing I noted it the Mint mark where the center pin may have broken off, thus not forming the center of the 'D' properly. Second, I agree that you might have a broken pin on that mintmark, but it looks like there is minor Machine Doubling on some of the letters as well.
