I know there aren't RPMs after 1989 but this caught my eye.

Only place there is 'damage'.

Any idea what it is?

I would try a bath in acetone. Cant hurt

Yes @jimmyD nailed it--you have split plate doubling. There is no premium and the exposed zinc means that this coin will start to corrode faster than others from the same year without this defect.

Yes, split plating--exposing the zinc beneath.
