1968-S Lincoln Cent - Question About Obverse

I know this Lincoln Cent is nothing special. I just have a question about the surface. It seems like some of the devices on the obverse are fairly crisp while most of the bust is very soft, almost cloudy looking. Is this due to polishing the die? Is this just a late die state? Is it PVC haze? Or something else?

Looks pretty normal to me.

If it were an issue with PVC, the color would be more purple colored and dull looking. Nothing special about this one. The BU ones are easy to come by.
