I can't find a definitive answer online. Are S mint mark coins proofs? Picture as example

To CCF , No , with Lincoln Cents only 1975 to present are proofs . Before that they were San Francisco Business Strikes .

Agree. Millions and millions of common business strike Lincoln cents have been produced at the San Francisco mint over the decades, and carry the S mint mark.

So a coin with a S mint mark after '75 is a proof coin?

Except for some SBA dollars and 2012-present ATB Quarters, yes. Proofs should be pretty easy to tell by their appearance.
