LMC 1959-D RPM Or Die Issue?

Going through my bucket of 1959's, searching for rpms, and noticed this one. At first glance it looked like an rpm D/D South but then again it looked like a late die state and perhaps the D suffers from Die Deterioration? I know it is not 1MM-010 because of the mintmark location. I'm trying to get your thoughts if this is just a die issue or a new listing? I'm thinking it's a die issue, but I thought I'd check first.

Just a chip in progress/or die damage. If it were a RPM, it would look more like the mintmark punch.
