Can ICCS Holders Be Tampered With? Are They Secure?

I recently found the same holders that ICCS uses when pacakging there graded coins. What's stopping someone from buying a graded ICCS coin and then replacing the coin and using the paper grade in a new plastic flip?

This seems to easy. Can someone shed some light on this?

A heat sealer is the only real barrier.

That and someone's eyes when they are buying the coin. Otherwise seems relatively easy.

Heat sealer can be bought for $20 of Amazon.

Ok it was done in the past and as far as I can tell there are still old flips in circulation. Has anything been done to curb this swapping of coins?

This absolutely changes my desire for coins in ICCS holders. Especially the older high end ones. Way to many ways to fraud buyers and coin collectors with ICCS holders. Their inability to switch to hard case more tamper proof holders will prevent me from buying anymore ICCS coins.

As they say, "buy the coin, not the holder".

If buying expensive high grade stuff, always get clear pictures and a reasonable return policy or see it in hand.

Old ICCS holders can be great, but remember ICCS net grades and rarely marks cleaning on their holders. I recently had several huge upgrades in old holders to new, but some downgrades as well. No grader is perfect, in the next few days I hope to post a "which would you keep" on a 1858 10 cent ICCS vs. NGC.

Fake PCGS and NGC holders exist as well, just an FYI.

I have an ICCS graded and "sealed" coin.
The outer pouch was never sealed when I received it from ICCS, and still is not sealed today. I only discovered this a couple of years ago. it is sitting there for about 15 years.It has the embosseds insert and 2 letter id #. I am seriously thinking of asking them to re-grade it.
However, despite all their shortcomings, ICCS is still Canadas # 1 most recognized TPG.
Just wondering what they have in store for us with their "new" things happening?

Thanks for the replies. Indeed they are Canada's #1 coin grading company but unfortunately they are lacking in the holder they have been using. If they upgraded their holders they would gain so much more.
