The lettering around the rim is incuse and what you're seeing is Machine Doubling.

MD and light induced doubling. You need to filter your light source.

These devices are incuse. This happens about 70% of the time on this area on the reverses. The DDR's are closer in to the centers of the designs.

Lots of information and images to help you find the target areas for the DDO / DDRs on the States and ATB Quarters. (Also most US coins after 1990) A different target area to find the doubled dies.
