1962 Franklin Half Cent With Spots

BRAND new to coins, so please forgive me if this is a newbie question. I bought an unopened Treasure Department envelope with a U.S. proof set from 1962. I bought it from a police auction with the title "1962 Unopened (Envelope Still Sealed) U.S. Silver Proof Set - May Contain Franklin half dollar Worth Up to $8,000".
I don't think this is the coin they were talking about, but I am curious what these markings are and what it means for the value of the proof set? There are a few markings on the other ones as well.

Environmental damage may have doomed this coin. It may respond to conservation.

We had a '62 proof set featured on this forum a few days ago which contained coins with very interesting toning. Mint packaging doesn't always provide the best protection for coins.

Police auction. Interesting. Would be fun to learn how the set ended up in the hands of law enforcement.

To CCF , The Black spots are what some of us call carbon spots . When saliva or other substance gets onto coins either before packaging at the mint or cellophane was torn or had pin holes for air to get in . The nicest coin of the set looks like the Quarter . If I hadn't seen that Nickel in a proof set I would have said it sure looks like a Black Beauty even with the 1962 date .
