They could be steps or legs at an angle. Or just three incuse lines. If they are something they would match something on the hub. If they are post strike they could be anything?
I was having a problem picturing how can it be there. If they're gouges how could they be raised on all the area? I've seen steps that appear behind the pedestal on the field only not on the pedestal also.
These are created on the die as a doubled die. While these happen on a single squeeze die, the hub process starts off slightly tilted, then move into the correct alignment when the full pressure happens. So it can move/twist/rotate, until the full pressure strike. (Which is a very small amount at the time. The scopes make it look like a bigger deal. This usually affects the central bay areas. Thus why we look there for these 'Bar' cents.
