Your note appears to me to be slightly off-center but would still be well within printing tolerances at the BEP.

When you have a note shows a sliver of an adjacent note then you may have something collectible.

Yes, a skinny upper margin.
This note was cut from a BEP issued sheet and donated its upper and lower margins so the notes above and below would have monstrous margins. Not a big fan of this.

Actually that would devaluate the bill. Collectors like their bills well centered (as do Stamp Collectors) so an off centre printing is like damage on a coin. The only time it would add value is when, as noted previously, the printing
of another bill shows on the margin.
