Try poking them with a toothpick. If it moves or pops it is worthless plating bubbles. You won't damage the value either way.

It's called zinc rot. The cent will end up being dust. Moisture is a zinc cents worst enemy.

Someone poked it with a pin or needle and exposed the zinc. Thus the zinc rot is setting in. Definitely a spender.

The same issue. The swelling from the zinc rot. Even it if it were a doubled die, the zinc damage would turn this coin into a face value coin. The clock is ticking down on this coin.

The doubling is all over the coin from the columns to the lettering.
But the coin is over 30 years old and it seems to have held up pretty well. Do you have a similar example you could display because the rot seems to have hardened
