1987 penny obverse, from the "L" in liberty and runs between "In God We Trust"
Some kind of bubble or rim error.
Any ideas on what this is?

Yes a very nice example of Ridge Ring @rv. You could spend it as it is only worth face value or keep it in a 2x2 as an exemplar as the cost of ownership is low.
