Any ideas what this is? My first impression is that it is burned or melted somehow.

Possibly smoke or fire damage.
The trouble with some damaged coins, unlike an error when you know what happened, is that unless you were there at the time, you may never know exactly what happened.

Looks like a little residue build-up. Matters little, but an acetone soak may (may...) remove it or reduce it.
