It would be a minor Grease Fill. This was hyped up during the 50 States quarter time period. Fell out of interest to most most real collectors. On the Rubes bought in it on and they robbed people doing so selling them for anything more than face. (Give it a name and sell off normal stuff. That is the way it is done) The name is called a grease filled error. This can happen on one device or almost all of them The larger the percentage, the more interest is shown. The more grease in the die, the less you see of the devices: To totally gone.
Common, but people lap these things up on ebay for whatever reason. Dump it for a few bucks if it's worth the effort to you, buy I personally don't save these for my own collection.
