What's going on with the "R"? I think I saw something similar to this on the Wyoming Quarter and it was classified as a doubled die.

thanks for the reply coppercoins.

I considered that possibility before posting, but soaking in dish detergent and olive oil and swiping with acetone didn't change what I was seeing,so I needed to question it.
