Pick up a clear tube of cents and look at the edges. They can look like many times. Not a MAD issue.

Looks like some Die Deterioration on the obverse--ridge ring formed.

Now if you are talking about the motto on the cent. That is another story. Two things cause this, Die polishing and Die Deterioration called Ridge Ring. Neither are a plus for the coin. Just another explanation.
Devices can be polished down, reducing the fields and the devices get smaller as the devices on the die are tapered. So any reduction of the fields can remove sub devices and ever deeper devices can be shallow making devices smaller:

Even edge of die imperfections can alter the devices make the devices no longer the same size top and bottom:

Ridge Ring is makes the center of some of the motto devices to be completely removed on that area:

So in an effort to remove the Ridge Ring the polishing can remove what devices are left.
