It could be an inadequate upset on the planchet used to strike the coin. This was a common problem on the 1985 Roosevelt dime. The upset mill didn't raise the correct proto-rim for proper striking. The resulting coins have a soft, mushy look to the design.

I found 2 of these in 12 rolls of dimes today. I was also going to post mine to ask whether they have any of a premium.
