Although the design imitates a 1/4 florin coin of 1859, this item was not actually made from a coin. The back appears to be base-metal, so I would agree that it is not made of silver.

A coin collector would not want such an item, so there is little numismatic value. As a more general piece of 19th century costume jewellery, it might be worth a couple of euros.
