@kitts, it is hard to say what caused the reverse of this coin to have that step/line, but I agree with @jimmy that it didn't leave the mint with that.

Note all the affected areas are incuse? If this were a die issue, they would be raised, not incuse. Looks like someone altered it. The obverse someone was messing with it. (What are these on the obverse? Eraser marks?)

I'm not sure what the marks are on the obverse this is how I received the coin in change. It was just odd because the damage is raised off of the coin instead of pressed in or ground in. I thought maybe debris got in the way when the coin was minted. Thanks for your feedback!
