Well hmmmm. I think class VI is mostly ruled out as there is no distortion of the E in WE nor on the BE of LIBERTY. The lower bar of the E being extra thick is pretty common on this year, even on the thin dates so I'd not put too much in that. And anyway having a bit of a notch on the 4 would suggest rotational anyway. The only devices I can really see much of anything that might be going on are the Y of LIBERTY and the US of TRUST. If you can see things on the date, it would suggest a class V rotation from maybe K8. The nearly completely unaffected LIBERTY would support this (note the enclosed areas inside the B and R are completely normal).
That said, I'm not seeing anything strong enough that CONECA would list it, and unsure the others are accepting any listings right now. Personally, if in-hand I were sure this coin is a DDO, I'd put it in a 2x2, label it as DDO-unlisted, and toss it in my box of such things. But if even remotely questionable, I'd give it a pass and set it free.
