L in liberty looks different back side in cent the E is messed up

I don't see anything that can't be attributed to some sort of damage.
Certainly not an error.

How would that make the bottom of the L be missing?

Just inside the rim is an area that gumball machines rub against, sometimes damaging the coin, in this case, the L in Liberty. It's very common post mint damage ( PMD).
