French Engraving On Japanese Coin, Need Help Translating (Image Enclosed)

Could someone please help me with the translation? The punctuation marks below should be over the e's in both cases and represent an acute accent. One dilemma is that the French word for "military" is militaires. "Miliaris" appears to be untranslatable in French and the latin definition doesn't seem appropriate. Report this Post to the Staff
