I found this penny in a roll from the bank with doubling of the states and America on the reverse. Is this truly the DDR?

I'm still new at this but this looks more like Machine Doubling to me.

But again I'm still new, so it would be better to wait for someone with more experience to weigh in.

God Luck with the coins!

Welcome to CCF. This is Strike Doubling or also called MD ( Machine Doubling). Very evident by the shelf like features of the images.
