It is a clad coin, but the cladding is covered with a coating on it, from being outside for a time. Just a face value coin. You could keep in your change for a while to see the higher points turn back into the original color.
Environmentally tarnished/stained/discoloured clad dime. Probably buried in soil for some time, or chemically altered surfaces. no mint error involved. No premium I'm afraid, but still worth ten cents.
