True, though the weight test isn't foolproof with Halves since a 40%-er doesn't weigh all that much more than a clad one. The rule of thumb, of course, is
the heavier the roll, the more likely it is going to have silver. When minted, a 90% coin weighs 12.50 grams, a 40%-er 11.50 grams, and a clad one 11.34 grams. A roll with a 90%-er likely will be found via the weight test, but it is very easy to miss the 40%-ers going off straight weight.
$23 a roll is a crazy price indeed. That said, just to "break even" on selling a $10 roll of halves, when you factor in it is going to cost you around $5 for shipping and materials, along with about $3 in
ebay fees, you need to sell it for $18 or so just to not lose money. A $5 profit per transaction may not sound like a lot, but repeat it 88 times, and he's made about $440.
Personally, I like to "bundle" my trips so I'm not spending any extra on gas when doing CRH. Most of my banks are within walking distance of the supermarkets I shop at, so I simply go to the bank(s) first, go to the store to get my groceries, and then go home. My biggest problem with halves are the boxes themselves. I've never had much luck with boxes so I finally gave up and stopped ordering them earlier this year. All of my really good finds with halves have come with rolls or groups of coins that customers have brought in. Most of the banks I deal with are very happy to get rid of any halves they get in from customers. Since finding customer brought in halves is a rather infrequent event, I rarely have to think about dumping a large quantity of them.
Time indeed is a valuable resource, and perusing junk boxes is a wise use of it IMHO. Have scored a lot of good coins this way from my LCS... though with the price of silver so high right now, have been hesitant to do this lately.
