Looks like it has been sheared somehow but no matter how it happened, it couldn't
happen during the striking of the coin.

Definitely looks sheared to me as well. Have a look at the reverse at the same area. you can see that the coin is bent towards the obverse indicating a hit from the side and upwards on the obverse side.

Note the affected area is showing where the reeds happened at the time of the strike, then later moved. If it were damaged pre strike, then those marks would not be there at all.
