any comments appreciated looking at the LIB in liberty it has some spread to center also not sure what the vein looking things are on Washington's face/neck/forehead these lines are raised off of the coin. any comments appreciated.

does anyone know what the lines on washingtons face may be ive never seen any like that on a coin before like the one on his jaw

That was one of the years that had the swollen master hub. In 1983 they made a new, new master hub that year. Seeing the 1982 and 1983 quarter side by side shows how much larger the bust was on the the 1982 and 1983 quarters:

And just like the 1968 cents, the devices were pushing into the rim area. So when MD happened it affected the rim:
