It is a well circulated ordinary Cent with damaged reverse ( sanded down ). The bulging on reverse and the indentation on Abe's neck it is indicative of being tooled.It's a spender.

My only problem with that is the weight it's still 3.1 grams

Agree this is deliberate damage, perhaps on a slightly heavy planchet.

Notice the absence of the rim? Also the weight will be less than a normal coin. PSD. Wasn't struck like that are the mint.

Intentional post mint damage. That's not incidental wearing down, too intense for that. Sanded or ground down.

Looks like somebody is altering the coins. (the same somebody IMO)
