Looks like cloth, or some other material, stuck on. It didn't leave the mint looking like that, in my opinion.

That's called a Wheat cent ; Memorials started in 1959 .
Looks to be cloth struct to or a Rice Chex cereal .

For fun, drop the coin into high-grade acetone and see if the 'weave' feature comes off (meaning an adhesive was in use).

Looks like an adhesive residue from duct tape.

I agree with the tape theory. Someone may have taped it into a cardboard coin board. Pure acetone should take off most of the residue without further coin damage. I suspect the area under the tape might always have a different coloration, though, due to chemical reaction with the copper.
