Try pushing down on it with a toothpick or a piece of raw spaghetti. It is a plating error.

I scraped at it a little bit with the pointy end of a dental floss pick it didn't move or go anywhere

That is a zinc rot blister forming around the mintmark (the most common spot for them to form). It will grow larger, then open exposing the zinc rot to the air which accelerates the process, literately eating itself. Spend it while you can!

Yes, given the photos posted, I'd agree with apparent zinc rot--perhaps triggered by split plating adjacent to the mint mark.

This is the best zoomed in photo I can get of it like I said it sucks it's damaged but it looked like to me it was an extra D I'm not sure though I'm not an expert

 to the CCF!  with the others that it's a broken plating blister and not an error. It was a round raised area at one time, but it collapsed and left the outside edge raised. It's just zinc rot and has no value over face.

It looks like someone took a punch (nail punch) just outside the real 'D' maybe on a slight angle moving the surrounding metal to form the backwards 'C' we see now. Looking at the center of the punch mark - it look like exposed zinc core to me. I think I can seeslight tooling marks to the lower right of the anomaly
That is my opinion..
