Top of the 7 is also showing signs of "slight" Machine Doubling as is the top of the mint mark...I say no, but lets hear what others say.

The spread line on the RPM is formed by the valley between two narrowly separated, rounded imprints of the device, while the coin you posted has a flat, shelf-like second impression indicative of Machine Doubling.

Edit: more importantly, the RPM you posted appears to be on a proof, while your coin is a business strike...

The area in the lower loop is mintmark punch damage. It is not considered a RPM as it is not a repunching issue, but a damaged mintmark punch issue. You can see this on all denominations on that year. All the other denominations are proofs. On cents there are business strike and proof cents that year.
